Windows on arm support

While the scope of this project is meant entirely to get x86/x64 windows instructions working in linux, could a branch be created to translate x86/64 instructions for windows on arm? This is entirely hypothetical, I have no idea what the full depth of this question even poses but if it's allowed based off the license maybe I could try making a branch later once I understand what I'm even implying.

Because of our Wine integration, we use the same APIs that XTA/Prism uses on Windows. So we can be a drop-in replacement there.

I've been dropping in libarm64ecfex.dll for 64-bit apps, but I tried this with libwow64fex.dll for 32-bit apps and it just hangs. Is this supposed to work yet?
