[BUG] Owner's avtar does not get synced

What happened?

Currently, the first user who joins gets promoted to Owner. Their profile picture is not synced to the server

Steps to reproduce

1. Setup a new server on latest
2. Connect to its ip/hostname
3. Look at the members sidebar or send a chat message

Expected behavior

I expect the profile picture to be synced automatically, no matter when you join the server.

• Deployment: Docker
