Is the feature from select2 for dynamically create new options from text input by the user in the search box (tags) available?

Hi!, there is a PR ("Allowed adding search term that is not in the result list #42") allowing that, but it was never merged because tests are failing, and also, I think it should provide a hook when a new value is created so that you can persist that value to the backend.
