[BUG] Unable to apply Active Effects

Description
Chat cards created by this module have broken effects trays in chat, not allowing you to apply/transfer effects. In the image below A is an item card made when RSR isnt enabled while B is when RSR is enabled, see the effect trays

Steps to Reproduce

1. Enable this module on a foundry world
2. use an item/spell/whatever with an active effect
3. try to apply it and see it fail

also it seems this issue only happens on activities with active effects as well as damage rolls

Same here (dnd 5e). Only activated this module, when the spell also has healing or damage, effects can not be applied (because target list is empty, only gets updated for the damage part).

I have the same problem but only with the Heal activity, other activities can apply Active Effects as normal
