Implement Utah Child Care Assistance Program (CCAP) #9061

Description

@hua7450

What would you like to see changed?

Implement Utah's Child Care Assistance Program (CCAP) — the child care subsidy administered by the Utah Department of Workforce Services (DWS), Office of Child Care (OCC). CCAP helps eligible low-income families pay for child care while parents work, attend school/training, or participate in approved activities. The subsidy is paid to providers based on a maximum reimbursement rate schedule, less an income-based family copayment.

This is part of the ongoing state CCAP coverage effort (following IL, ND, KY, ME, MI, MN, RI, NH, NJ, VT, CT, MD, WV, SC, GA, VA, TN, SD, OK, OH, etc.).

Program overview

  • Administration: Utah Department of Workforce Services (DWS), Office of Child Care (OCC)
  • Federal authority: Child Care and Development Fund (CCDF), 45 CFR Part 98
  • Funding: Almost entirely federal (CCDF)
  • Proposed model path: gov/states/ut/dwf/ccap/ (matches existing gov/states/ut/dwf/fep/ for the Family Employment Program / TANF)

Eligibility (per Utah DWS / OCC)

Requirement Detail
Income limit At or below 85% of State Median Income (SMI)
Child age Under 13 (under 18 if the child has special needs)
Activity requirement Single-parent household: parent averaging 15+ hours/week of qualifying activity (work/education/training). Two-parent household: one parent 15+ hrs/week and the other 30+ hrs/week. Foster/kinship caregivers qualify without a work requirement.

Subsidy amount min(provider charge, max reimbursement rate) - family copay

Sources

Scope / verification TODO

  • Income eligibility test at 85% SMI (initial vs. ongoing limits if distinct)
  • Provider maximum reimbursement rate schedule (by age group / provider type / region)
  • Income-based parent copay schedule (Table 4 — income eligibility limits + co-payment)
  • Activity-hours requirement (single-parent 15+ hrs; two-parent 15+/30+ hrs)
  • Child age bounds (under 13; under 18 special needs)
  • Foster/kinship caregiver pathway (no activity requirement)
  • Reuse federal CCDF infrastructure (is_ccdf_immigration_eligible_child, is_ccdf_asset_eligible, child_care_subsidy_programs.yaml)

Files (planned)

  • parameters/gov/states/ut/dwf/ccap/
  • variables/gov/states/ut/dwf/ccap/
  • tests/policy/baseline/gov/states/ut/dwf/ccap/

Notes

Exact income thresholds, copay schedule, and provider rate tables will be verified against primary Utah DWS / OCC sources during implementation.
