update `time` and `owning_ref` crates when the time comes

These 2 crates are currently vulnerable. But we are not using the vulnerable parts of it.

Also, these 2 crates are our indirect dependencies, and updating the following crates when they have a new release, will invalidate this indirect dependency and we will get rid of these packages. The crates to update:

• chrono
• libp2p
