Completion

The shared policies, 0BSD licensing, repository CI, contributor onboarding, Roadmap structure, accepted-work publication model, metadata, private vulnerability reporting, licensed kit releases, and protected default branches are published and verified. Placeholder contributor work created only for the rollout has been removed. All five public repositories report a 100 percent GitHub community profile.
