Context
The OpenSSF Best Practices record has achieved Passing, but the Silver criteria for DCO/governance, code of conduct, roles, access continuity, and bus factor remain unanswered. The repository has CODEOWNERS and protected reviews but does not yet publish the complete human governance model.

Acceptance criteria
- Choose and document a DCO or CLA contribution-signoff model, including how it is enforced.
- Add a code of conduct and a documented escalation path.
- Define maintainer roles, decision authority, and how maintainers are added or removed.
- Document access-continuity and bus-factor controls truthfully, including any remaining single-person dependency.
- Update the corresponding OpenSSF Silver answers with public evidence links.
