docs(pods): complete command reference + Claude Code MCP integration

Every pod command with all flags and example outputs. Full provider
management (add/list/remove/enable/disable/supported with 27+ providers).
Budget commands (4 modes). Usage/treasury. Federation (propose/accept/list).
Coordinator/Raft commands. API key examples (Python + TS + curl + streaming
+ embeddings).

Claude Code section: one-command setup (hyperspace mcp install), all 82 MCP
tools organized by category (node 6, models 3, inference 2, pod 27,
providers 4, budgets 5, sandboxes 4, network 5, escape hatch 1) with
natural-language → tool mappings. Discovery commands (mcp list-tools,
mcp config).
