Feature request: need native provider resource to perform `juju metadata` operations

Requirements

The juju provider doesn't provide a resource/data source to access/manage simplestreams metadata for image management. It could be a useful feature to have a resource and maybe a data source for generating/consuming metadata as described in this documentation link: https://documentation.ubuntu.com/juju/3.6/howto/manage-metadata/

At present, performing metadata operations like add-image require the use of a local-exec provisioner.

Hi @vishvikkrishnan this should definitely be modelled such that our agents can have a specific stream and machine images can be specified. I do think it'll require some thought as metadata is modelled locally. I'll chat to the guys.

@vishvikkrishnan can you please share the workaround you are using and the intent of this feature - why are you using add-image.

Hey @alesstimec, we're currently calling juju manually to run the metadata related commands like here.

The need to add a new image is because juju has to use the customized image for all it's VMs but without doing the add-image, juju defaults to using the auto-sync image on OpenStack cloud.
