Client tracking issue for Waypoint geofences — parent spec: meshtastic/design#114.

Wire the new Waypoint geofence proto fields (geofence_radius, bounding_box, notify_on_enter, notify_on_exit, notify_favorites_only; 2.7.26/06d729a) into the web client:

• Persist geofence fields on waypoint receive
• Geofence controls in the waypoint editor (radius — locale-aware units; draw bounding box; enter/exit + favorites-only toggles)
• Render circle + rectangle overlays on the map
• Alert engine: point-in-region test on each received node position; baseline-first (waypointId, nodeNum) crossing state; favorites gate
