Activation path:

1. Add manifest and entrypoint in pyproject.toml and bind CI to a release build/publish path.
2. Add README usage for an install/build smoke test and verify ingest output is reproducible.
3. Persist the deployment/release contract in seed.yaml for deterministic activation checks.
