[Feature]: the summary tui should be shown even if no new semantic version is detected

Describe your feature

nsv generates a summary TUI that is shown after the next semantic version has been identified. However if no semantic version is identified it is not shown, even if the --show flag is provided. Ensure the TUI is shown if requested by the caller.
