Tabs: Disabling Conductor still shows the Conductor tabs

Reproduced on sourceacademy.org
1. With the Conductor framework enabled and Python 4 selected, run
    ```py
    from rune import show, heart
    show(heart)
    ```
1. Run the code 
1. Disable the Conductor framework
