The Work Train option doesn't appear on the comms radio in custom maps, so the H1-020 handcar can't be summoned. CCL being installed/enabled or not makes no difference. In the base game, purchasing the Museum license instantly adds the Utility Short Flatcar to the Work Train list. I tried to use that to forcibly re-add Work Train to the radio, bust still no luck.
Purchasing locomotives via the LocoOwnership mod, even a handcar set to spawn into the map via a locomotive spawner, does not make Work Train appear on the radio. Makes sense given LocoOwnership uses its own car request radio function.
