release: publish sanitized Immortal Memory v1.3.0

What changed

• publishes the sanitized v1.3.0 empty-shell distribution
• adds fixed, allowlisted local automation controls
• adds explicit-path Git, GitHub PR and Issue, Claude Web, ChatGPT, and Cursor source adapters
• keeps external sources disabled until the user registers a path
• separates Feishu Mail as an opt-in source and narrows stored mail metadata
• fixes Python packaging so a fresh Python 3.12 environment can build and install the CLI

Safety boundary

This PR contains code, adapters, templates, and public documentation only. It contains no private vault, conversation export, local registered path, identity value, log, token, or backup artifact. GitHub collection is read-only and does not fetch, push, merge, comment, or publish.

Validation

• private_scan=ok on the generated repository and synchronized branch
• 252 private runtime tests passed
• generated public smoke_test=ok
• Python 3.12 wheel build and fresh install succeeded
• installed CLI reports immortal 1.3.0

已由基于当前 main 的非破坏性 v1.3.0 PR #7 取代。此旧分支相对 main 会删除大量现有 Living Self、迁移、恢复和产品界面能力，因此不合并，保留关闭记录作为审计证据。
