Closing in favour of #176, which carries this exact payload renumbered as IGP-138. All three of your commits are preserved there as ancestry — only the folder name, contract name, PROPOSAL_ID, and the simulation placeholder id changed. The eight actions are byte-for-byte identical.

Reason for the renumber: proposal id 137 is being taken by the AGI3 Strategic Institutional Ecosystem Partnership payload, which is submitted to governance first. Since propose() enforces require(proposedId == _PROPOSAL_ID()), this payload's hard-coded id had to move to 138.

The igp-137 branch is being reused for the AGI3 payload, so it will no longer hold this work — please continue on igp-138 / #176.
