Update WireMod base FHiCL to also run Cluster3D+Supera (in data mode) - #953

Good to go for Gen 1. For Gen 2, let's think about decoupling: a base fhicl and a Supera fhicl based on the base fhicl, and make the production fhicls inherit from the Supera fhicl. This would allow the current functionality of WireMod without Supera to work too.

Description
This adds support for LArCV creation to the standard WireMod workflows by adding Cluster3D+Supera (run in "data" mode).
This has been validated by Jacob Zettlemoyer to produce reasonable SPINE outputs.
