Closing without merging.

This release was triggered by a fleet-wide .gitignore fix, and it is the only
change in the PR: the target rule was anchored to the repo root (/target), so
nested cargo projects' build directories were not ignored. Real fix, but nothing
a consumer of this crate can observe — the published artifact is unchanged.

The commit should have been typed chore:, which this repo's commit_parsers
skip. fix: matched release_commits and cut a release for it. My error.

Not lost: the changelog entry rides along in the next release that carries an
actual change. release-plz reopens this PR automatically when one lands.
