This PR adds official shades and tints to the accent colours within the v0.2 palette. Ideally, we would have gotten rid of
base,mantle,crust, etc with this but renaming existing colours is too hard to justify with the number of ports we already have.Draft for now until we, the staff team, figure out the structure and all the changes we want to make.
