CMRT is deprecated from Alchemist(DG2)/ATSM

CMRT(C for media Runtime) is deprecated from Alchemist(DG2)+ platforms. If you intent to run CMRT related cases on legacy platforms, please make sure the IGC version <= igc-1.0.10200
