chore: add organization Limen conductor agent

Publishes the organization-level GitHub Copilot custom-agent adapter for the symmetric Limen conduct protocol.

Draft gates:

• deploy the authenticated remote conduct MCP endpoint;
• bind credentials to server-derived principals and deliver lease capability only to the selected executor;
• install the URL as an Actions/Agents variable and the bearer as an Agents secret via the credential wall owner (🧱 The Wall — credential / login / API / env atoms: registered home + tracking issue limen#320);
• assign a Copilot seat only with separate human spend authority;
• pass the native Copilot canary and exact-head receipt predicate.

No secret value, model pin, direct tasks.yaml lifecycle rule, merge authority, or hidden native fanout is included.
