Test improvement: add regression coverage for scripts/check-skill-index.sh using synthetic docs trees. Success path validates required flat and nested links in docs/SKILL.md. Failure path verifies missing links report both expected errors. Related issue: Fixes #910. Filed by quality agent in hold-gated mode; human review required.
