Purpose
We did not explain how to contribute, collect consistent bug reports, provide private reporting channels, or verify pull requests automatically. This makes external contributions easier to prepare and review.
Solution
Added a contribution guide, PR and issue templates, community policies, CODEOWNERS, and CI.
Also applied related repository settings, auto delete merged branches, Dependabot alerts and security updates, and private vulnerability reporting.
