Adds one-command Subactor bootstrap with Control listener autodiscovery, health and exact MCP tool-boundary preflight, a pinned OpenWebUI v0.11.0 image, and regression tests. Live verification found the Control listener at 10.240.0.1:8088 and persisted the scoped cli.status, cli.plan, cli.execute connection without logging secrets.
