New attempt to add Windows x64 (JNI) support via MSVC with Area support unit tested. Supersedes #3 (MinGW, no area support). Live test seems to be running smoothly with 1500 rules. CI additions might need validation. Love to hear some feedback and open to adjustments if need be.
